When you are boarding a crowded bus and being jostled left and right and back and front, you are veryand32; aware of your surroundings, and veryand32; vulnerable no matter what you thought might be a clever thing to do, like keeping a hand on the vulnerable pocket. The documents that really matter must be inside your clothing, in a beltloop satchel hanging inside your pants (easy to pull up when you need it, no need to even undo your belt and no need for embarrassment, but impossible to steal, or under blouse or shirt in a satchel hanging around your neck, or another such safe location. Less intensely valuable items can be in zippered pockets on your chest, many travel outfitters sell shirts with zippered pockets behind regular chest pockets for example. Loose money in small amounts can be in other pockets, and if you lose some to nifty fingers, so be it.
